Yvonne Agard appointed president of the National Export Council
Yvonne Agard, executive director of the Saint Lucia Services Coalition, has been named the new chair of the National Export Council for the period 2021-2024. Agard has been a member of the National Export Council since its creation.
Agard’s experience in private sector development spans 25 years, the last 11 years with the Saint Lucia Services Coalition.
There, Agard was instrumental in the development of Saint Lucia’s Services Policy Strategy and Action Plan, which played a central role in strengthening four key service sectors.
Agard is the Chair of the Management Services Technical Committee which develops service industry standards within the Saint Lucia Bureau of Standards. For the past eight years, Agard has served on the EU CARIFORUM Joint Advisory Council for the CARIFORUM Services Sector.
Agard’s core competencies include cluster development, project management, trade mission planning, and monitoring and evaluation of private sector development programs. Agard’s skills are backed by degrees including an MBA in Project Management from the University of Reading (Henley), a BSC in Management Studies and certificates in International Trade Policy and NGO Management from the University of the West Indies. Agard is fluent in written and oral French after completing a Language diploma at the Alliance Française de Paris.
In accordance with Section 9 of the Commercial Export Promotion Agency Act 2013, the current National Export Council comprises representatives of the following entities: Chamber of Commerce, Association of Industry and Small Saint Lucia Businesses, Saint Lucia Services Coalition, Saint Lucia Hotel and Tourism, Saint Lucia Manufacturers Association, Saint Lucia Booth Office, four people from the public sector, namely the Ministry of Trade, the Ministry of Finance, the Ministry of Agriculture and the Ministry of Tourism, as well as the Permanent Secretary of the Ministry responsible for trade.
The National Export Council will serve for a period of three years and is eligible for re-election.
